    Carl T. Herrman
    designed the stamps and they were printed by
    Avery Dennison
    and
    Banknote Corp of America (BCA)

    SSP
    . The definitives covered various non standard rates during the time of the 44c American Flag issue. The polar bear stamp was released in both sheet and coil formats. The coil will have either normal die cutting or reversed as shown.
