head. It is
based upon a terra cotta bust (1785) by Jean-Antoine Houdon. This pair has
scarce die cutting on the right side
, and common die cutting on the left.
The 23c Washington stamps were only available in vending booklets and panes of 10. Twenty three cents paid the USPS postcard and 2nd ounce rates until Jan. 8, 2006.
The pair is tagged and lithographed. All self-adhesive stamps remain on their original backing paper.
The stamps have been properly cut from 3619f panes of 10.
