basic set of 3 definitives FVF and
MNH.
It contains
22c
Uncle Sam
stamps with Scott numbers
3259, 3263
, and
3353
. The 1998-99 stamps are multicolored with
3 different perforation gauges.
Richard Sheaff
designed the patriotic stamps and
APC printed them for SSP.
Twenty two
cents paid the USPS additional 1 oz rate from Jan. 1999 until Jan. 2001. They were issued during the time of the 33c H Rate Uncle Sam's hat (sold separately).
